Add 0.01% fee CL pool to the ETH/OSMO volume splitting gauges

This proposal will allocate OSMO incentives to a new volume splitting gauge containing the existing pools (704,1134,1281) and a new 0.01% swap fee WETH.axl/OSMO pool.

Already set a pool up for this: Pool #1477

Plus ones for other large pairings.
OSMO USDC:Pool #1464
OSMO USDT: Pool #1465
TIA USDC: Pool #1478

I think it is too soon to declare the ATOM/OSMO VSG experiment a success, but by the end of this next week I think we can start to draw some early conclusions and whether we should be proposing adding these to the VSG.

Initial stats definitely look good though!
