Return LAB from SAIL agreement to origin

This proposal would trigger the unwinding and refunding of the LAB/OSMO liquidity held by the community pool, clawed back from SAIL DAO in Proposal 812.

This liquidity was provided as a matching proposal to SAIL DAO in SAIL proposal A21 and currently consists of ~414 LAB and ~24.6k OSMO.

While the full text of this proposal is unavailable due to the forums being deactivated, this liquidity was intended to remain in place for three months before review rather than in perpetuity.

This proposal would transfer the liquidity to the Osmosis Liquidity subDAO to perform the unwrapping and onwards transfers as this is a multistep process.

Any LAB redeemed will be returned to the seeding wallet.
Any OSMO redeemed will be returned to the Osmosis community pool.

Playing devils advocate; the price of LAB has grown in the past period, what is against keeping the position?

Just the agreement on the length of usage - the provider wants the LAB returned but it comes to Osmosis governance to honour that now rather than Sail.

So it is not necessarily a question from the side of Osmosis, but a request from the side of the provider.
