Woof there,

Following first proposal: [Commonwealth](https://commonwealth.im/osmosis/discussion/6497-recovering-huahua-wrong-external-incentives) to recover the wrong external incentives that locks 6bn $HUAHUA since long, we are keen to provide the code to be reviewed before being send as gov proposal and included in the next upgrade.

If nobody is against that, we will push the proposal on chain and ask the osmosis team to include it in the next upgrade.
